The West Coast Avengers were created as an expansion of the main Avengers team, when The Vision appointed Hawkeye as the West Coast chair in Avengers vol. 1 # In order to better distribute the Avengers ' expanding roster, chairman Vision suggested the formation of an extra division of Earth's Mightiest Heroes to operate on the West Coast.
