Just so everyone knows, I've actually figured this out, and I was able to play and finish both episodes:) You can get both episodes by going to GTA 4, pause menu, game, marketplace, and buying both episodes. The menu is a bit clunky, and there are a lot of options inlucuding wallpapers and what not, but just purchase the 10 dollar lost and damned one and the 20 dollar ballad of gay tony one. .
