Club Management is a side-mission featured in The Ballad of Gay Tony. This side-mission is not available immediately - Luis Lopez receives a call from Tony Prince asking Luis to go and help out at the club more after completing both Practice Swing and Chinese Takeout. M9 is open only at night. Not sure when it first opens, but it closes around or Also, Hercules (which is open all the time) is located just North of Maisonette 9. Basically, get in a car and drive North of M9 and you should come across Hercules by the small bridge. Here's its location on SnapMap. Hercules never appears on the map, BTW.
