I think this is one of the points where Oblivion's three and a half voice actors really pays off. It comes as a surprise that the Stranger is the Grey Fox because they have the same voice actor. The Fox is a vigilante Robbin Hood-like character who wears a black cowl/mask, and whoever puts on the costume "becomes" the Fox (for the purpose of evading the law and to add to the mystery of the Fox).
